The public is invited to provide feedback on draft proposed new rules and rule amendments in two ways – by providing written feedback through the public input form below, or by attending a public listening session.

Pursuant to Governor Murphy’s Executive Order No. 63, the NJEDA is providing opportunities for stakeholders and the public to engage with the NJEDA in crafting new rules and rule amendments in advance of the formal rule proposal and adoption process. The public is invited to engage with the NJEDA and comment on the draft rules and rule amendments in two ways: by submitting written feedback and/or by attending a listening session. Opportunity for verbal feedback will be offered during each listening session.
NJEDA is offering this opportunity to provide input in addition to, but not as part of, the formal process for rule adoption. The formal process will follow the requirements in the Administrative Procedures Act.
We welcome constructive input on how to ensure new NJEDA rules and rule amendments support opportunities for all residents and communities in New Jersey.

NJEDA staff will not respond directly to any input, but we may follow-up with you if we need additional clarification on your feedback.
Please observe the following guidelines when submitting your feedback:
PLEASE DO:
- Reference a specific part of the draft rules by section and subsection when providing feedback.
- Share your feedback, relevant observations, and additional information.
- Keep remarks brief and to the point.
- Use attachments to share more detailed feedback.
PLEASE DO NOT:
- Include information that you do not want to be made public.
- Submit any information or other material protected by copyright without the permission of the copyright owner.
- Submit feedback about topics unrelated to the specific draft rules you are commenting on.
We may, at NJEDA’s sole discretion, publish any, all, or a representative sample of input in full or in part.
We will not accept or agree to a request to keep information confidential.
By submitting material, you grant to the NJEDA the non-exclusive, worldwide, transferable right and license to display, copy, publish, distribute, transmit, print, and use such information or other material in any way and in any medium, including but not limited to print or electronic form.

Feedback Policy for Listening Sessions
During the session, members of the public will have the opportunity to submit feedback via the Q&A function in Zoom, and to offer feedback verbally.
To ensure everyone has an opportunity to speak, each speaker will have a maximum of three (3) minutes to speak and should limit feedback to matters pertaining to the proposed draft new rules or rule amendments. Each member of the public who wishes to speak during the feedback period should use the “raise hand” function in Zoom. They will be added to the speakers’ queue. The moderator will acknowledge each speaker in the order in which they raised their hand, and will open the speaker’s microphone and permit them to speak in that order. Speakers are asked to begin their remarks by stating their name and affiliation, if any.
Speakers should not expect to engage in a dialogue. NJEDA staff may respond to basic questions or clarify a speaker’s remarks. However, NJEDA staff members are not obligated to answer impromptu questions or address remarks from members of the public.
Speakers and members of the public should at all times maintain proper decorum and shall make their remarks in a civil manner. Personal attacks, obscenity, derogatory or slanderous remarks will not be tolerated. Nor may speakers discuss matters regarding the candidacy of any person seeking public office, including the speaker’s own candidacy.
