TRENTON, N.J. (June 9, 2021) – The New Jersey Economic Development Authority (NJEDA) Board today approved an update to Phase 2 of the Small Business Emergency Assistance Loan Program. The program will provide up to $100,000 in low-cost financing to New Jersey small businesses and nonprofits with priority given to entities that have taken on new space, transitioned from a home-based business or smaller space into a larger space, or acquired an owner-occupied commercial space. “As we move into recovery from the COVID-19 pandemic, it is essential that we continue to provide the resources business owners need to reopen and thrive,” said NJEDA Chief Executive Officer Tim Sullivan. “The improvements to Phase 2 of the Small Business Emergency Assistance Loan Program approved today will make much-needed financing available to New Jersey businesses with a focus on growing businesses that have been left out of previous COVID-19 relief programs.”

The NJEDA created the Small Business Emergency Assistance Loan Program in March of 2020 to make low-cost financing available to small businesses impacted by the COVID-19 pandemic. To date, the NJEDA has approved 145 loans for a combined total of more than $10 million.

Capitalized by a United States Economic Development Administration (USEDA) Coronavirus Aid, Relief, and Economic Security (CARES) Act appropriation, Phase 2 of the Small Business Emergency Assistance Loan Program makes additional financing available to New Jersey businesses and nonprofits, with a particular focus on entities that have leased or acquired new space in 2021.

Businesses with $10 million or less in annual revenue that have executed a new lease, leased additional space, or acquired an owner-occupied commercial space of at least 500 square feet on or after January 1, 2021 will be prioritized as “Stage 1” applicants and will have an exclusive application window, after which all eligible businesses may apply.

To ensure timely processing of applications, the NJEDA is implementing a two-step application process for Phase 2 of the Small Business Emergency Assistance Loan Program. Businesses and nonprofits interested in applying for loans must first pre-register for the program. Following the pre-registration period, applications will open for “Stage 1” applicants for a ten-day period, after which the Authority will open applications to all other qualified entities based on the availability of funding.

The NJEDA anticipates opening the pre-registration period beginning in July 2021, and specific dates and timing will be posted at https://business.nj.gov/covid/emergency-assistance-loan-program. All businesses must pre-register during the pre-registration period in order to be eligible to apply during Phase 2 of the Loan Program.

Small businesses and non-profits that missed previous deadlines to apply have another chance

TRENTON, N.J. (May 26, 2021) – The New Jersey Economic Development Authority (NJEDA) today announced that it reopened pre-registration for Phase 4 of its Small Business Emergency Assistance Grant Program this morning, at 9:00 a.m. In line with his commitment to a stronger and fairer economic recovery, Governor Phil Murphy recently announced the allocation of $200 million in additional funds to help fulfill Phase 4 grant applications. Small business owners and non-profits that have not previously applied for Phase 4 grants may pre-register as a preliminary step toward applying for grants of up to $20,000.

The $200 million in additional funds will continue to support the most adversely affected businesses in New Jersey, including $20 million for bars and restaurants, $120 million for micro-businesses, $10 million for child care providers, as well as $50 million for other small businesses and non-profits with up to 50 full-time equivalent employees. Since the initial launch of the Small Business Emergency Assistance Grant Program back in April of 2020, the NJEDA has distributed more than $259 million in aid to some 55,000 businesses across the state.

“We’ve seen tens-of-thousands of small business owners in New Jersey benefit from this Grant Program offered by the NJEDA since it was initially launched in April of last year, so we’re very grateful to receive this additional funding that will help us fulfill many more requests for financial assistance,” said NJEDA Chief Executive Officer Tim Sullivan. “Reopening Phase 4 will allow eligible small businesses and non-profits in New Jersey apply for grants of up to $20,000 aimed to help them replace lost revenue during the pandemic and keep their doors open for business.”

Phase 4 funding is supporting restaurants, micro-businesses, and child care providers, as well as other small businesses. To ensure grants reach businesses in the hardest hit communities, including communities of color, the NJEDA has assigned one-third of funding to businesses with a primary business location within the 715 census tracts designated as eligible to be selected as an Opportunity Zone. 

Interested business owners and non-profits will need to pre-register here to access the application. Pre-registration reopened today, Wednesday, May 26th, 2021, at 9:00 a.m. EDT, and will remain open for five weeks, until Wednesday, June 30th, at 5:00 p.m. EDT. Applications will become available following the pre-registration period, as pre-registered applicants will be asked to return to https://programs.njeda.com/en-US/ to complete an application based on the following schedule:

  • Restaurants (Food Services and Drinking Places, NAICS begins with 722), Child Care Providers (NAICS code 624410) and Small Business (6 more Full Time Equivalent Employees): July 7, 2021, 9:00 a.m. EDT. 
  • Micro Business (5 or Less Full Time Equivalent Employees): July 8, 2021, 9:00 a.m. EDT.  

Applications will remain open through July 15, 2021, 5:00 pm EDT and will be accepted on a first-come, first-served basis, based upon the date and time the Authority receives a completed application submission. Applicants must complete the full application to be considered for grant funding.

Grant awards will be calculated based on the number of full-time equivalent employees (FTEs) businesses employ: Micro-businesses with five or fewer FTEs and sole proprietorships will receive up to $10,000; businesses with six to 25 FTEs will receive up to $15,000; and businesses with 26 to 50 FTEs will receive up to $20,000. Small businesses and non-profits will need to show they have been negatively impacted during the declared state of emergency to be eligible for this grant. This includes businesses that have been temporarily shut down, have been required to reduce hours, have had at least a 20 percent drop in revenue, have been materially impacted by employees who cannot work due to the outbreak, or have a supply chain that has materially been disrupted and therefore slowed firm-level production during the pandemic.

The NJEDA continues to work with the Legislative leadership in Trenton to assess the enduring need for financial assistance and pursue additional funding to fulfill all eligible applications during the Phase 4 deadline extension.

Furthermore, the NJEDA will continue to provide the online pre-registration and application in English and Spanish, offering applicants access to interpretation services to support speakers of ten additional languages –Arabic, Chinese (Mandarin and Cantonese), Gujarati, Hindi, Italian, Korean, Polish, Portuguese, and Tagalog.

In addition to the Small Business Emergency Assistance Grant Program, the NJEDA administers a variety of technical assistance and low-cost financing programs for small and mid-sized businesses impacted by COVID-19. El Programa de subsidios de asistencia de emergencia para pequeñas empresas fue creado para proporcionar financiamiento de la forma más eficiente y rápida posible a pequeñas y medianas empresas que necesitan apoyo para nóminas y capital de giro como resultado de los impactos económicos adversos luego de la declaración del estado de emergencia y una emergencia de salud pública el 9 de marzo de 2020. Desde el lanzamiento de la fase 1 del programa el 6 de abril de 2020, la Autoridad ha aprobado casi 44,000 solicitudes de subsidios que representan más de $214 millones en fondos totales de subsidios otorgados a través de las fases 1 a 3.  El programa ha evolucionado en cada etapa para ofrecer elegibilidad ampliada y montos más elevados.

Los fondos de la fase 4 apuntan a reembolsar los ingresos perdidos como resultado de la interrupción comercial causada por la pandemia entre el 1 de marzo de 2020 y la fecha del acuerdo de subsidio, al proporcionar los recursos necesarios a cualquier empresa elegible que haya cerrado temporalmente, haya estado obligada a reducir horas, haya tenido al menos una caída del 20 por ciento en sus ingresos, se haya visto afectada materialmente por empleados que no pueden trabajar debido al brote o tenga una cadena de suministro que se haya visto materialmente interrumpida y, por lo tanto, la producción a nivel de la firma haya sido más lenta durante la pandemia.

Phase 4 provides short-term, immediate payroll and working capital support to NJ small and medium businesses and non-profits

(April 14, 2021) – The New Jersey Economic Development Authority (NJEDA) today announced Phase 4 of the Authority’s Small Business Emergency Assistance Grant Program, adding $85 million in funds from the Coronavirus Aid, Relief, and Economic Security (CARES) Act. Phase 4 will provide short-term operating support to a broad group of New Jersey small and medium sized businesses and non-profits that have been negatively impacted during the declared state of emergency. More information is available here.

Interested business owners will need to pre-register here to access the application. Pre-registration will begin on Monday, April 19, 2021 at 9:00 a.m. and will close on April 29, 2021 at 5:00 p.m.  The application will be available via a phased approach following the end of the pre-registration period, as detailed below. Applicants must complete the full application to be considered for grant funding.

In line with Governor Murphy’s commitment to a stronger, fairer recovery, Phase 4 funding will be allocated to support the most adversely affected businesses, including restaurants, micro-businesses, and child care providers, as well as other small businesses. To ensure grants reach businesses in the hardest hit communities, including communities of color, one-third of funding will be targeted to businesses with a primary business location within the 715 census tracts designated as eligible to be selected as an Opportunity Zone. 

“The economic impact this pandemic has wreaked in New Jersey is still being felt one year after it started, and it has disproportionally affected woman- and minority-owned businesses. The $85 million in additional funds committed to Phase 4 of the Small Business Emergency Assistance Grant Program will directly and expeditiously help these businesses stabilize their operations and minimize potential furlough or layoffs,” said NJEDA Chief Executive Officer Tim Sullivan. “Businesses that are still struggling cannot wait for assistance and we are working uninterruptedly at the NJEDA to ensure that our communities don’t just survive the pandemic, but emerge from it stronger, fairer, and ready to rebuild.”

The Small Business Emergency Assistance Grant Program was created to provide funding as efficiently and quickly as possible to small and medium-sized businesses that needed payroll and working capital support as a result of adverse economic impacts following the March 9, 2020 declaration of a State of Emergency and a Public Health Emergency. Since the launch of Phase 1 of the program on April 6, 2020, the Authority has approved nearly 44,000 grant applications representing over $214 million in total grant funding awarded through Phases 1 – 3.  The program has evolved with each phase to offer expanded eligibility and award amounts.

Phase 4 funds aim to reimburse lost revenue as result of the business interruption caused by the pandemic between March 1, 2020 and the date of the grant agreement, providing the necessary resources to any eligible business that has been temporarily shut down, has been required to reduce hours, has had at least a 20 percent drop in revenue, has been materially impacted by employees who cannot work due to the outbreak, or has a supply chain that has materially been disrupted and therefore slowed firm-level production during the pandemic.

Phase 4 once again increases the amount of funding available to businesses. Grant awards will be calculated based on the number of full-time equivalent employees (FTEs) businesses employ. Micro-businesses with five or fewer FTEs and sole proprietorships will receive up to $10,000; businesses with six to 25 FTEs will receive up to $15,000; and businesses with 26 to 50 FTEs will receive up to $20,000. To maximize the funding businesses can receive in Phase 4, grant awards will be based on the peak FTE count from a business’s past eight quarters of WR-30 filings. Businesses must use funds from the Grant Program for reimbursement of lost revenue as a result of business interruption caused by the pandemic. Businesses may not use grant funds for capital expenses.

The $85,000,000 in funds available through Phase 4 will be allocated as follows:

  • Restaurants: $35 million of funding to support businesses classified as “Food Services and Drinking Places” under NAICS code 722, given the disproportionate impact these businesses have experienced due to the pandemic, including caps on on-location dining and unusual costs they incurred to adapt their business models for safe operations.
  • Child Care Providers: $10 million of funding to support businesses classified as “Child Day Care Services” under NAICS code 624410, given the disproportionate impact these businesses have experienced due to the pandemic, including caps on capacity numbers and unusual costs they incurred to adapt their business models for safe operations.
  • Micro-businesses: $25 million of funding to support businesses that have had 5 or fewer FTEs in each of their past eight quarters of WR-30 filings (including businesses with no FTEs), given the unique financial vulnerability experienced because of the pandemic by micro-businesses, which typically have lower financial reserves.
  • Other small businesses (6-50 FTE): The remaining $15 million of funding will support businesses that are not eligible under the micro-business category.

Applications will become available on a rolling basis following the pre-registration period (April 19, 2021, 9:00 a.m. to April 29, 2021, 5:00 p.m.) Pre-registered applicants will need to return to https://programs.njeda.com/en-US/ to complete an application based on the following schedule:

  • Businesses that did not apply for, or were not approved for Phase 3 funding – 9:00 a.m. on May 3, 2021
  • Restaurants and child care providers – 9:00 a.m. on May 5, 2021
  • Micro businesses (five or fewer FTEs) – 9:00 a.m. on May 10, 2021
  • All other small businesses, excluding restaurants, micro businesses, and child care providers – 9:00 a.m. on May 12, 2021

Applications for each category will be open for a period of one week and will be accepted on a first-come, first-served basis, based upon the date and time the Authority receives a completed application submission.

The NJEDA is partnering with three leading marketing agencies to coordinate strategic outreach to targeted communities. Tara Dowdell Group, Medina=Citi, and 360 Marketing and PR were selected to support these outreach efforts based on their established connections to diverse communities across the state. All three firms are minority- and/or woman-owned.

The NJEDA is providing the online pre-registration and application in English and Spanish and offering applicants access to interpretation services to support speakers of ten additional languages – Arabic, Chinese (Mandarin and Cantonese), Gujarati, Hindi, Italian, Korean, Polish, Portuguese, and Tagalog.

BACKGROUND ON SMALL AND MICRO BUSINESS PPE NEEDS

The NJ Small and Micro Business PPE Access Program was developed in response to consistent concerns emerging from the Governor’s Restart and Recovery Commission, the nine sector-based committees of the Governor’s Restart and Recovery Advisory Council and input from numerous small and micro businesses. Both the Commission and the Advisory Council highlighted the need for readily available, priced PPE to accelerate economic recovery.  As small and micro businesses and organizations in historically underserved communities are particularly vulnerable to being crowded out of essential goods when tight market conditions occur, a key consideration of the program has been the need to ensure equitable distribution and pricing of PPE.

More than one third of all New Jersey workers are employed by organizations of 100 employees or fewer. Many of these companies do not have the reach or the resources to obtain goods outside of their normal retail buying channels, particularly in times of significant supply/demand imbalances. PPE falls squarely into the category of a good that was not essential to many of these organizations before the COVID-19 outbreak but is critical today.


PROGRAM PURPOSE

Overall Program

The NJ Small and Micro Business PPE Access Program is designed to make fairly priced PPE more easily available to all the small and micro businesses and non-profit organizations in the state, to prevent the spread of the COVID-19 and reduce their burden of sourcing for the PPEs from the competitive markets. In addition to the above the program will:

  1. Facilitate the State’s economic recovery by ensuring that small and micro businesses and non-profit organizations – the customers – can access affordably priced PPE and other safeguarding equipment to protect their employees as they return to work and continue to operate in a COVID-19 environment;
  2. Ensure small and micro businesses and non-profit organizations have access to the information they need to select the appropriate PPE needed for their context;
  3. Ensure that businesses in historically underserved communities are particularly able to access affordable PPE; and
  4. Support the State’s manufacturing sector by providing an offsetting subsidy for purchases of PPE manufactured or assembled at a manufacturing facility in New Jersey.

The Phase 1 Program – Selecting Designated Vendors and Sourcing PPE from NJ Companies

On August 11, 2020, NJEDA approved Phase 1 of the PPE Access Program. The focus of Phase 1 has been to identify and designate qualified vendors to launch online platforms where NJ companies can buy PPE at fair prices from reliable vendors offering a curated array of quality products all at a discount to normal market prices.  Within the Program, these vendors are called “Designated Vendors” (DVs).  Small and micro businesses will access Designated Vendors’ online platforms via a PPE Access Program website hosted on the State’s COVID19.nj.gov site (https://covid19.nj.gov/ppeaccess).  Small businesses will also be able to learn about workplace PPE best practices and use a simple tool to determine their PPE needs.

In addition, Phase 1 includes an economic development component to encourage the Designated Vendors to make wholesale purchases of PPE from NJ manufacturers and from small distributors located in traditionally underserved NJ communities.  To support this aim, the NJEDA approved the creation of a $3.5 million grant pool to be used as subsidies to bridge potential pricing gaps between NJ manufacturers and distributors and the global market.

The Phase 2 Program – Providing Purchase Subsidies to Benefit Small and Micro Businesses

Based on the response received from DVs of varying types and sizes, the program was expanded by launching a second Phase, aimed at providing purchase subsidies through DVs to benefit the State’s small businesses with a focus on those located in historically underserved communities.

As part of Phase 2, on October 14, 2020, NJEDA approved a grant pool of $20.4 million for purchase price discounts of 25% through Designated Vendors to small and micro businesses.  The subsidized discount  had an initial cap of $400 per organization generally and $500 for organizations located in historically underserved communities (i.e., located in one of New Jersey’s 715 Opportunity Zone Eligible census tracts).  Companies eligible to benefit from these subsidies are determined by company size (based on full-time equivalent (“FTE”) employment) and location, as described more fully below.

Under paragraph 6(a) of the Request of the Members in the October 14, 2020 Board memo, the CEO was given the delegated authority to make changes to “extend internal program deadlines,” and under paragraph 6(b), he has the delegated the authority to “adjust per round small business coupon/discount values,” based upon program demand.

Based on initial experience of the Program’s second phase, Staff requested changes that substantially increased the level of program participation and ensured wider availability of essential PPE for New Jersey small businesses. The requested changes took effect on Tuesday, November 24, 2020. These changes:

The initial Phase 2 of the program ended on December 31, 2020.  Under his delegated authority to extend internal program deadlines, the CEO has granted an additional extension of the PPE Access program Phase 2 until no later than June 30, 2021.  

PROGRAM STRUCTURE AND ELIGIBILITY

Benefits through the Program

Phase 2 of the extended PPE Access Program has been structured to provide $2.5 million of grant funding

to cover 65% of eligible small businesses’ or non-profits’ PPE purchases through the Designated Vendors PPE Access Program sites. The 65% discount is capped per organization, per round of the Program, at $800 generally, and $1,000 for organizations in opportunity zone eligible census tracts.  This subsidized discount is in addition to the minimum 10% discount offered by each of the Designated Vendors under Phase 1 of the Program.

Discounts are made available by the Designated Vendors to businesses and non-profits (“Subsidy-Eligible Recipients” or “SERs”) having 100 or fewer FTE employees, based on EDA confirmation of eligibility.  The program eligibility threshold is at 100 FTEs for the following reasons:

A business’s FTE is determined based on its most recent NJ Department of Labor (“DOL”) form “NJ Employer Report of Wages Paid” (WR-30) where available, or, in limited circumstances where NJ DOL data is not available, through company self-certification.

Where possible, Designated Vendors will split the total value of the coupon/discount into multiple coupons/discounts of lower value to enhance flexibility of the program (i.e., allow SERs to split their PPE purchase up over multiple purchases).  The ability to offer that flexibility will be determined by the Designated Vendors’ technical capabilities and may differ by Designated Vendor.

While businesses will have the ability to purchase goods other than PPE from the Designated Vendors, all subsidies under this program will only apply to PPE offered through the Program.

General Program process

To simplify the administration of the grant funding for small businesses and non-profits, funds flow from NJEDA to the Designated Vendors, who provide the benefits to SERs in the form of a coupon/discount to reduce their payment obligations. 

The flow of application, approval and receipt of subsidies occurs as follows:

NJEDA’s determination that a business is eligible for a coupon/discount amount will be subject to continued funding availability.

Coupon/discount reimbursement to Designated Vendors will be made within 30 days after receipt of accounting documentation. To comply with the expenditure requirements of the CARES Act and the MOU with NJ Treasury, the Designated Vendor must document the PPE purchased by each SER and must request NJEDA disbursement from NJEDA no later than June 29, 2021 (or applicable deadline based upon any updated State and Federal CARES Act disbursement requirements).

Eligibility confirmation process

Organizations seeking to qualify as SERs and to benefit from the Phase 2 subsidies will be required to confirm their eligibility on the PPE Access Program website.  While the subsidy is offered through the Designated Vendors, NJEDA will be responsible for eligibility checks to ensure privacy, timeliness and simplicity. 

Eligibility will be determined once per round per EIN (meaning that businesses that utilize one EIN for multiple locations will only be able to access the coupons/discounts once per round).

Eligibility screening will include:

A tax clearance certificate from the New Jersey Department of Treasury’s Division of Taxation will not be required for a small business to benefit from this program.  However, tax clearance certificates continue to be required for the Designated Vendors in the Program.
 

During the eligibility check process, the SER will be required to confirm their correct email address.  SERs will be solely responsible for entering a correct email address; NJEDA will not verify or confirm the email address.

Appeals

Organizations will be able to appeal the Authority’s determination of Phase 2 eligibility within 5 days of notice of the determination.  Appeals will be reviewed by a NJEDA member who has not up until that point been directly involved in the eligibility determination. 

As the Authority is not involved in the actual issuance of the coupon/discount, in the use of the coupon/discount, in the sale of the PPE, the operation or functionality of the DV website, or such other actions or decisions under the DV’s sole control, any attempt to appeal from such actions will be rejected, as they are not a protest of an EDA action or decision. 

Similarly, any attempt to appeal because the SER entered and confirmed an incorrect email address will not be a valid basis for an appeal. Funds will be set aside for the maximum amount of subsidy support for any appeals that are lodged with the Authority. 

Post-eligibility audits

NJEDA will conduct audits to confirm that small business self-certifications provided during the eligibility assessment process were accurate.  In such cases where the audit reveals that a self-certification was not accurate, NJEDA may request that the funds be returned and/or may refer these organizations to the relevant State agency for further investigation.

Funding Disbursement

Disbursements (reimbursements of subsidized discounts) to Designated Vendors from the $2.5 million grant pool will be made up to 30 days after receipt of acceptable Phase 2 documentation.  Designated Vendors must submit request for NJEDA disbursement no later than June 29, 2021 to enable enough time for disbursement.

Small businesses and organizations interested in receiving these discounts must apply at https://ppe.covid19.nj.gov. Businesses that have already been approved do not need to reapply, but any discounts they have used previously will be counted toward the total program cap.

The NJEDA launched the NJ Small and Micro Business PPE Access Program in late 2020 in response to consistent concerns emerging from the Governor’s Restart and Recovery Commission, the nine sector-based committees of the Governor’s Restart and Recovery Advisory Council, and input from numerous small businesses indicating the need for readily available, fairly priced PPE.

During Phase 1 of the program, the NJEDA identified and vetted “Designated Vendors,” including BoxedOffice Depot, and Staples, who have partnered with the Authority to create “microsites” where New Jersey-based businesses can purchase a curated selection of PPE products with at least a 10 percent discount. The NJEDA also collaborated with the New Jersey Department of Health to create an online PPE Planning Tool that helps businesses understand PPE product requirements and estimate their organizational PPE needs. Additional discounts of 65 percent are available to businesses and nonprofits with 100 or fewer employees that make purchases from Staples or Office Depot. These discounts are available in addition to the 10 percent discounts available to all businesses, so businesses are able to receive nearly 70 percent off PPE purchases. Expanded discounts are capped at $800 for all eligible businesses or $1,000 for businesses located in one of New Jersey’s 715 census tracts that were eligible to be designated as Opportunity Zones. To date, more than 10,000 businesses have been approved for more than $9 million in discounts.

Small businesses and organizations interested in receiving these additional discounts must apply at https://ppe.covid19.nj.gov. Once the NJEDA has confirmed a business’s eligibility, the business owner will receive vouchers for purchases from a Designated Vendor of their choice. Businesses that have previously applied and been approved to receive discounts through the program are eligible and do not need to reapply. However, any discounts they have redeemed previously will be counted toward the program cap. Vouchers will expire at 11:59 PM on May 28th, 2021, but the NJEDA may close the program sooner if funds are exhausted. Businesses and nonprofits will still be able to receive 10 percent discounts on PPE purchases after this date.

TRENTON, N.J. (March 10, 2021) – The New Jersey Economic Development Authority (NJEDA) Board of Directors today approved the creation of the Micro Lender Support Grant Program. This $2 million pilot program will make grant funding available to organizations that lend to New Jersey small and micro businesses. These funds will help eligible entities by supporting the costs associated with scaling up their operations and offering direct assistance to New Jersey-based businesses. This is critical now as the COVID-19 pandemic has created overwhelming need among micro businesses.  

Throughout the COVID-19 pandemic, the NJEDA has provided more than $250 million in support for small businesses and communities that have faced economic hardship. The Authority has provided a total of $11.25 million in support to New Jersey-based Community Development Financial Institutions (CDFIs) that specifically target financing to underserved markets and populations. This includes a $10 million allocation for the CDFI Loan Loss Reserve Fund and $1.25 million in grant funding through the CDFI Emergency Assistance Grant Program. To date, these programs have enabled New Jersey-based CDFIs to provide more than $8 million in financing to 349 small and micro businesses throughout the state. The pilot program approved today builds on this success by providing additional funding and expanding the pool of potential partners the NJEDA can partner with going forward.

“Small businesses are the bedrock of communities, and Governor Murphy has prioritized supporting those businesses that have been hit the hardest by the COVID-19 pandemic. CDFIs and other lenders that specifically support micro businesses have been crucial to helping these businesses keep the lights on, but the ongoing challenges of the pandemic have strained these organizations,” said NJEDA Chief Executive Officer Tim Sullivan. “The Micro Lender Support Grant Program will provide much needed resources to help CDFIs and other lenders continue supporting small businesses that need help while increasing their capacity to serve even more businesses in need.”

CDFIs have provided critical support for businesses struggling with the economic impact of the COVID-19 pandemic. However, the unprecedented and persistent need for support over the past year has caused many of these organizations to face operational challenges and capacity limitations.

The Micro Lender Support Grant Program will make an additional $2 million available to provide grants of up to $200,000 to CDFIs, Minority Depository Institutions (MDIs), and other eligible lenders as identified in the Economic Recovery Act. This pilot program is meant to identify and assist eligible partners. Grant funds received through the program can be used to fund operating expenses associated with servicing micro businesses and the buying down of interest rates of loans offered to micro businesses. CDFIs and MDIs based outside New Jersey that service New Jersey businesses will be eligible to receive funds, which will reduce the financial burden on New Jersey-based CDFIs and create new financing opportunities for New Jersey businesses.

 TRENTON, N.J. (12 de febrero de 2021) – La Autoridad para el desarrollo económico de New Jersey (NJEDA) anunció hoy que tiene planeado volver a ofrecer descuentos de aproximadamente el 70% en el precio de equipos de protección personal (PPE) que se adquieran a través del Programa de acceso a PPE para pequeñas empresas y microempresas de NJ implementado por la Autoridad. La extensión de los descuentos estará disponible para empresas de New Jersey con 100 empleados o menos a partir del martes, 16 de febrero a las 9:00 a. m. Las pequeñas empresas y las organizaciones interesadas en recibir esos descuentos deben presentar una solicitud en https://ppe.covid19.nj.gov. Las empresas que fueron aprobadas antes del 17 de diciembre de 2020 no necesitan volver a presentar una solicitud.

“Garantizar que las empresas tengan acceso a los equipos de protección personal que necesitan para llevar a cabo sus actividades mientras protegen a sus empleados y clientes es fundamental para mitigar el impacto económico continuo de la pandemia de COVID-19 y preparar el terreno para una recuperación sólida”, expresó el Director ejecutivo de la NJEDA, Tim Sullivan. “El exitoso programa de acceso a PPE en 2020 desempeñó un rol importante al ayudar a las empresas de New Jersey a permanecer a salvo durante el invierno, y nos complace seguir proporcionando este recurso para pequeñas empresas en el nuevo año”.

La NJEDA lanzó el Programa de acceso a PPE para pequeñas y microempresas de NJ a fines de 2020 en respuesta a las inquietudes constantes que surgían en la Comisión de reinicio y recuperación del gobernador, los comités de los nueve sectores del Consejo asesor en reinicio y recuperación del gobernador e información proveniente de diversas pequeñas y microempresas que indicaba que necesitaban PPE inmediatamente disponible a un precio asequible.

Durante la Fase 1 del programa, la NJEDA identificó y examinó a “proveedores designados”, incluidos Boxed, Office Depot y Staples, quienes se asociaron con la Autoridad para crear “micrositios” donde las empresas de New Jersey pueden comprar una selección aprobada de PPE con un descuento del 10%. La NJEDA también colaboró con el Departamento de Salud de New Jersey para crear una herramienta de planificación de PPE en línea que ayuda a las empresas a comprender los requisitos de PPE y estimar las necesidades de PPE a nivel de la organización. Además del descuento del 10% disponible para todas las empresas, la NJEDA también habilitó descuentos adicionales del 65% para las empresas y organizaciones sin fines de lucro con 100 empleados o menos que realicen compras en Staples o en Office Depot. Esos descuentos estuvieron disponibles hasta el 17 de diciembre de 2020. Durante ese tiempo, la NJEDA aprobó descuentos para alrededor de 9,000 pequeñas empresas por un total de más de $7.6 millones.

Debido al éxito del programa, la NJEDA destinó otros $2.5 millones para ampliar los descuentos para pequeñas empresas. Estos descuentos estarán disponibles además del 10% de descuento disponible para todas las empresas; lo que significa que las empresas podrán recibir aproximadamente un 70% de descuento en sus compras de PPE. Esta extensión de los descuentos solo estará disponible para empresas con 100 empleados o menos y estará sujeta a los mismos límites establecidos por el programa en 2020: $800 para todas la empresas elegibles o $1,000 para las empresas ubicadas en una de las 715 áreas censales elegibles para ser designadas zonas de oportunidad.

Las pequeñas empresas y organizaciones interesadas en recibir estos descuentos adicionales deben presentar una solicitud en https://ppe.covid19.nj.gov. Una vez que la NJEDA confirma la elegibilidad de una empresa, el propietario de la empresa recibirá cupones para realizar compras a un proveedor designado de su preferencia. Las empresas que hayan presentado solicitudes anteriormente y hayan sido aprobadas para recibir descuentos a través del programa son elegibles y no necesitan volver a presentar una solicitud. Sin embargo, los descuentos que hayan utilizado anteriormente se descontarán del límite del programa (es decir, una empresa fuera de una Zona de oportunidad que usó $200 en descuentos en diciembre de 2020, ahora solo tendrá acceso a descuentos de hasta $600). Los cupones caducarán a las 11:59 p. m. del 24 de marzo de 2021. Las empresas y organizaciones sin fines de lucro todavía podrán recibir descuentos del 10% en compras de PPE después de esta fecha.
