About two dozen times a year, officials of Children’s Aid and Family Services fill out the forms they must submit as part of their contracts with the state.

Even though many of those contracts are with the state department – and even with the same division within that department – the non-profit must file duplicate copies of |the same documents over and over again.

“Every time we renew a contract, the state wants a list of our board of trustees, our tax-exempt organization certificate, our proof of certification with the Department of the Treasury, our audited financial statements, the certification of our accountant, our conflict-of-interest policy and on and on,” said Elizabeth Mason, the chief operating officer of the Paramus-based human-services organization.

“It would certainly be a significant benefit if all this material could be stored by the state in a central location,” Mason said.

The governor’s Red Tape Review Commission agrees. The commission’s report, issued last week, points to a number of regulatory and legislative actions taken last year by New Jersey government that reduce bureaucratic requirements for non-profits. It also recommends additional steps to make life easier for them.

The climate for the state’s businesses has improved as efforts to establish a more efficient and business-friendly regulatory environment, streamline government, and cut costs for companies have made progress over the past year, according to a Red Tape Review Commission report released today.

“For business, onerous and burdensome red tape is like death by a thousand paper cuts,” said Lt. Gov. Kim Guadagno, who chairs the commission, in a prepared statement. The report, she added, “outlines future steps to further reduce the regulatory burden on business and make it easier for them to grow and hire workers.”

Small business owners in New Jersey think big corporations don’t pay their fair share of taxes. This according to a scientific nationwide survey of small business owners by the American Sustainable Business Council, Main Street Alliance and Small Business Majority.

“Real small business owners don’t have the funds to pay corporate lobbyists which puts them at a disadvantage. They can’t take advantage of the same loopholes big businesses can,” said Jeff Brown of New Jersey Main Street Alliance.

Better fortunes on the horizon could point to more hiring this year, some North Jersey business leaders said, buoyed by Friday’s Labor Department report that showed strong job growth in January.

Employers added 243,000 workers to their payrolls last month, the largest increase since April 2011. Sectors seeing the biggest gains included professional and business services, health care and manufacturing. In a separate report, the unemployment rate declined to 8.3 percent.
