Lisa Almeida

Chief Counsel

Lisa Almeida currently serves as the Chief Counsel at NJEDA. In this role, Lisa leads the EDA’s legal affairs and compliance division, overseeing counseling, governance, legal affairs, legal compliance, business operations, ethics, EEO, legislation review, and regulations. Lisa works closely with NJEDA leadership and the Attorney’s General’s Office to provide legal support for yes, various NJEDA programs and projects, including legal due diligence reviews, appeals, grant applications, audit responses, and real estate and capital infrastructure projects. 

Before joining NJEDA in January 2025, Lisa was the Deputy Chief Counsel in the New Jersey Governor’s Office. There, Lisa managed legislative activities, developed executive orders, and provided strategic legal guidance on various policy areas, including economic development, energy, environment, education, and public health. As a senior member of the Governor’s budget team, Lisa negotiated multi-billion-dollar budgets and collaborated with key stakeholders across the State.

Early in her career, Lisa served as a deputy attorney general in the Division of Law, where she led state and federal court litigation and advised on critical environmental regulatory programs. 

Lisa earned a Juris Doctorate from Widener University School of Law and a Bachelor of Science degree from University of Utah.
