Charles H. Sarlo, Esq. has over 30 years of experience as a senior executive and as legal counsel to those entities associated with the real estate development and construction industry. Mr. Sarlo is an equity partner and General Counsel of DMR Architects, a Hasbrouck Heights-based architectural firm, whose client base includes both the public and private sector. He is a leading authority in alternate public project procurement via New Jersey’s Local Redevelopment and Housing Law, the Public-Private-Partnership Law, and the Design-Build Law. Mr. Sarlo maintains his own law practice in which he represents and counsels investors, real estate developers, property owners, contractors and municipalities in a wide range of land use, real estate redevelopment, environmental and construction matters. Mr. Sarlo argued before the N.J. Supreme Court in a land use matter entitled, Vincent Piscitelli v. City of Garfield Zoning Board of Adjustment (2019). In 2019 and 2023, Mr. Sarlo was a panelist at the League of Municipality Convention presenting on the statutory and regulatory requirements of implementing public-private partnership projects. Mr. Sarlo was recognized as a General Counsel of the Year finalist in 2017 by NJBiz Magazine.
Mr. Sarlo was appointed to the NJEDA by Governor Codey and re-appointed by Governor Corzine, Governor Christie and Governor Murphy. He is the Chairman of the NJEDA’s Real Estate Committee and a Member of the Policy Committee and Audit Committee. He is admitted to practice law in New Jersey and New York. Mr. Sarlo has unique academic credentials having received his Juris Doctorate from the Pace University School of Law, where he was Editor-in-Chief of the Pace International Law Review. He also holds an Environmental Law Certificate from Pace’s highly ranked environmental law program. Additionally, he has a M.B.A degree in corporate finance from Fairleigh Dickinson University and a B.S. degree in engineering from New Jersey Institute of Technology.
