Pursuant to Governor Murphy’s Executive Order No. 63, the NJEDA is providing opportunities for groups and stakeholders to engage with the NJEDA in crafting rules around various programs in advance of the formal rule proposal and adoption process.
We welcome constructive input on how to ensure new programs created through the economic Recovery Act are structured and administered in manner that drives opportunities for all residents and communities.
The public is invited to engage with the NJEDA and comment on the draft rules and industry definitions in two ways – by submitting written feedback, or by attending a listening session. Opportunity for verbal feedback will be offered during each listening session.
NJEDA is offering this opportunity to provide input in addition to, but not as part of, the NJEDA’s formal process for rules adoption. The formal process will follow the requirements in the ERA and the Administrative Procedures Act.
The Garden State Film and Digital Media Jobs Act provides a transferable credit against the corporation business tax and the gross income tax for qualified expenses incurred for the production of certain film and digital media content in New Jersey. The goal of the program is to incentivize production companies to film and create digital media content in New Jersey.

Please be aware that NJEDA offers this opportunity to provide input in addition to, but not as part of, the NJEDA’s formal process for rules adoption. The formal process will follow the requirements in the ERA and the Administrative Procedures Act.
All input submitted through this website will be reviewed by our program development staff. NJEDA staff will not respond directly to any input, but we may follow-up with you if we need additional clarification on your feedback.

- Share your feedback, relevant observations, and additional information.
- Keep remarks brief and to the point.
- Use attachments to share more detailed feedback.

- Include information that you do not want to be made public.
- Submit any information or other material protected by copyright without the permission of the copyright owner.
- Submit feedback about topics unrelated to the above specific programs.
We may, at NJEDA’s sole discretion, publish any, all, or a representative sample of input in full or in part.
Do not include any information in your feedback that you do not want to become public. Do not include any personally identifying or contact information if you do not want to be identified. (Providing optional contact information, however, will allow us to follow up with you if clarification is needed.)
We will not accept or agree to a request to keep information confidential.
By submitting material, you grant to the NJEDA the non-exclusive, worldwide, transferable right and license to display, copy, publish, distribute, transmit, print, and use such information or other material in any way and in any medium, including but not limited to print or electronic form.
Public Listening Sessions
Governor Murphy’s Executive Order 63 encourages State entities to engage with stakeholders and provide opportunities for the public to provide input prior to the publication of proposed rules in the New Jersey Register.
NJEDA is holding Listening Sessions as part of the rule-making process in connection with the Economic Recovery Act of 2020.

Feedback Policy for Listening Sessions
During the session, members of the public will have the opportunity to submit feedback via the Q&A function in Zoom, and also to offer feedback verbally.
To ensure everyone has an opportunity to speak, each speaker will have a maximum of three (3) minutes to speak and should limit feedback to matters pertaining to the Economic Recovery Act of 2020.
Once the speaker’s time has expired, the host will direct the speaker to conclude their remarks and then disable the speaker’s microphone. No time may be yielded to a speaker by another speaker. If time remains after everyone has had an opportunity to speak, the host may permit speakers an additional opportunity to offer feedback.
Each member of the public who wishes to speak during the feedback period should use the “raise hand” function in Zoom. They will be added to the speakers’ queue. The moderator will acknowledge each speaker in the order in which they raised their hand, and will open the speaker’s microphone and permit them to speak in that order. Speakers are asked to begin their remarks by stating their name and affiliation, if any.
Speakers should not expect to engage in a dialogue. The NJEDA staff may respond to basic questions or clarify a speaker’s remarks. However, the NJEDA staff are not obligated to answer impromptu questions or address remarks from members of the public.
Speakers and members of the public should at all times maintain proper decorum and shall make their remarks in a civil manner. Personal attacks, obscenity, derogatory or slanderous remarks will not be tolerated. Nor may speakers discuss matters regarding the candidacy of any person seeking public office, including the speaker’s own candidacy.
